The report of the Independent Expert on human rights, water and sanitation

The report of the Independent Expert on human rights, water and sanitation, Ms. Catarina de Albuquerque, on "non-State service provision" of water and sanitation services is now available online. In the report, the independent expert focuses on the human rights obligations and responsibilities which apply in cases of non-State service provision of water and sanitation. She begins with an overview of the role that non-State service providers play in delivering water and sanitation throughout the world. She continues by outlining the human rights obligations of States and the responsibilities of non-State service providers and highlights three main areas where challenges can be faced in this regard: decision-making, operation of services, and accountability and enforcement. The report emphasizes that the human rights framework does not express a preference over models of service provision, but insists that in all instances, the human rights to water and sanitation be guaranteed.

World Water Council International Photo Contest

On the occasion of the World Expo Shanghai 2010, the World Water Council launches the International photo contest under the theme "Water and Cities" to raise awareness on the many water facets in urban area.

Professionals and non-profes­sionals are invited to submit a contribution capturing the essence of water and daily city life. The photos in competition should tell a news story about water in cities from around the world, and should be centered around how urban life interacts with water.

 All selected pictures will be screened on the World Water Pavilion at the EXPO 2010, and an International Jury will select the best three photos to be printed for exhibition. The first-prize winner will be invited to participate in an award ceremony during the World Expo.

 You are invited to participate to the contest and to forward the International Water Photo Contest information to all your friends and colleagues who might be interested to submit their photo. All information is available on the WWC website, where you can download the leaflet in English and French (Chinese version coming soon).

10 EDF ACP-EU Water facility Restricted Call for Partnerships for Capacity Development in the ACP Water & Sanitation Sector

The purpose of the facility is to provide funding for partnership projects (North-South and South-South) to develop capacity in the ACP water & sanitation sector, leading to better water and sanitation governance and management, and to the sustainable development and maintenance of infrastructure.

Eligible applicants are water and sanitation utilities or local authorities or other water sector organisations. The total budget is 40,000,000 (EUR) and the grants applied for can be between €250,000 and €1,000,000. The deadline for the submission of the Concept Notes is the 6th October 2010.
